Sometimes a dog's spit will make crusts along the bottom lip. Sometimes it's pooling in the little fold there. Other times the spit just gets out there because lots of teeth are missing.
Whatever the cause, the spit harbors germs and spit is 'tacky' to begin with. And if there's infection in the mouth, or in the skin of the lips, plasma gets mixed in and that makes a natural concrete / crust.
With lipfold pyoderma that has to be shaved off and that sometimes leaves a bloody oozing mess for a day or two.
Oral antibiotics and anti-inflammatories will help a LOT with that. Cleansing with Cetaphil Wipes is helpful. Putting topical medicines on these areas is "nice" but the spit and the tongue wipe it away.
So it's "systemic" oral medicine and proper cleansing.
And if possible, fix whatever's going on in the mouth that's leaking irritating or infected spit on the lip, or even a deep fold holding it there. I've removed DEEP folds in lips surgically (no big deal) to end these problems. Other times the owner has to clean the lip fold DAILY and yeah, what a pain in the butt.

You can buy a fat bundle of 'wet wipes' with Cetaphil and I'd recommend it. They're great for cleaning healing wounds, dirty ears, cleansing around some eyes, under-tails, surgery sites, sores.
